RAJYA SABHA DISCUSSED PB AMENDMENT BILL 2010


Majority of the members in the Rajya Sabha on Thursday favoured that Prasar Bharati should maintain its autonomy and credibility. They also suggested that effective steps should be taken to stop the misuse of public broadcaster and telecaster. They expressed their views while participating in a discussion on the Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010. Initiating the discussion Mr. Tarun Vijay of the BJP demanded implementation of the Shungulu Committee recommendations on the functioning of the Prasar Bharati. He also said that officers and employees of the Corporation allegedly involved in corrupt practices must be punished. He suggested filling up of the posts lying vacant for a long time. 



Mr Shantaram Nayak of the Congress asked the government to clarify the status of employees working in the Corporation. He said among all the electronic channels, Doordarshan is only the credible medium. Mr Pyari Mohan Mohapatra of the Biju Janata Dal demanded investigation into the partial mplementation of the Act and action should be taken against those responsible and said it amounted to contempt of Parliament. He warned against misusing All India Radio and Doordarshan by the ruling party of the day. Referring to the financial crisis faced by Prasar Bharati, Mr Mohapatra suggested that the Corporation be allowed to go in for joint venture. 

Mr. A W Rabi Bernard of the AIADMK stressed for creating more promotional avenues for employees of the Corporation. The amendment bill was introduced by the minister for Information and Broadcasting, Mrs Ambika Soni. According to the bill all officers and employees recruited for the purpose of Akashwani or Doordarshan before the appointed day and in service in the Corporation as on 1st day of April 2000 shall be on deemed deputation to Corporation till their retirement.


Refusing the allegations of not according recognition to the employees associations, the Minister said that the Department of Personnel and Training (DoPT) has issued guidelines in this regard.

There shall be three financial upgradations under the MACP, counted from the direct entry grade on completion of 10, 20 and 30 years service respectively. Financial upgradation under the Scheme will be admissible whenever a person has spent 10 years continuously in the same grade-pay.     The CCW wing of AG:AIR has recently issued 2 Orders regarding granting of MACP to AEs. The have granted 3rd financial upgradation to AES from the date of Ist promotion.  Will the same logic is applicable in r/o Administrative staff who are not part of earstwhile NFADE?

MEDIA..MANIA ! !


When I enter the office on the day, no one was present  there.  I asked my only available colleague what happened to our employees.  He said half of the employees went out to meet  politicians and remaining employees went to meet the media people.  This is the situation right now we can see in AIR & Doordarshan.  Some of the staff associations in Prasar Bharati are acting like political parties and spending most of the time with politicians or with media people.  As you are all aware of the reason that Prasar Bharati has derecognized  the associations.  You may get a doubt, if PB has derecognized the associations, they can apply for recognization once again on the same pattern and Prasar Bharati has to recognize the staff associations at one time.  But why the associations leaders are very much worried and after the   politicians  and news papers? Yes, now you have come to the point.  Because the employees who are very much worried may lose the illegal benefits, enjoying for a decade.  These association leaders have higher managing skills.  They can manage any one.  They have managed higher officials all these years.  Now they are managing media.  But who can trust the media now a days when paid news filling the papers?  Are there any values in media?  Even if there, will be very less.  Every event of Prasar Bharati is on top of news.  Even the issue of derecognization of associations or again the notice of recognization have occupied vital pages. But this media doe’nt know some of the employees  of Prasar Bharati have swallowed crores of  tax payers money against the rules on the name of (illegal)salaries and (illegal) MACPs.  And they started throwing mud when somebody  has tried to stop them from illegal income.  If somebody can dig out, it will also be one of the biggest scams of India. Prasar Bharati will be self sufficient only when it can stop the employees from illegal-benefits. Now We have to give a slogan "Save AIR & Doordarshan from Employees".

PRASAR BHARATI TO START PROCESS OF RECOGNIZATION OF ASSOCIATIONS


WHY THIS DISCRIMINATION?


It is known to all our members that Prasar Bharati Secretariat has issued an order on 08.09.2011 stating that no  employees associations in AIR & Doordarshan is  recognized and should not be extended any kind of preferential treatment and should be applied absolutely without distinction and no departure or interference should be allowed in its implementation.  Copy of any circular issued by office will be sent to President or General Secretary of recognized association only.  Even after declaration of Associations in AIR & DD as unrecognized by Prasar Bharati Secretariat, DG:AIR has sent a copy  of Order to the President of ARTEE and GS of ADTEA  see their Order  No.  14/22/2011.SIV(B), dated 11.11.2011 on grant of MACP to Assistant Engineers.  It gives impression that they don't want to follow  the orders of PB Secretariat.  But they have not followed the same rule  in the case of Promotion Orders of AOs issued on 16.11.2011 where in it was not marked to ADASA.  DG:AIR officials have shown their special regards towards ARTEE, ADTEA keeping aside the orders of Prasar Bharati Secretariat. And it  gives impression that  DG:AIR has recognized these two associations and they don’t want to strain their “relation” with ARTEE & ADTEA.

PRASAR BHARATI CLARIFICATION ON DTH

Prasar Bharati (PB) has clarified that the Mail Today story - 'Scam stink as DD to hire DTH it could have bought' published on Monday - was "factually incorrect, conjectural, malicious and defamatory".  PB board officer on special duty (OSD), Dhiranjan Malvey said in his written rebuttal that the broadcaster decided to hire facilities for increasing the capacity of Doordarshan's DTH platform to 150 channels as it would not be possible to procure equipment and make it functional within a time-frame.  The PB official said under the 11th five-year plan, the government had allocated an amount to upgrade the free DTH facility on Doordarshan by increasing the number of channels offered from 59 to 97. While contending that increasing the capacity to 97 would not have served the "larger public purpose", Malvey pointed out that it was not a Cabinet decision.  He said: "For each month that the channel capacity augmentation is delayed, PB would lose more than Rs. 22 crore and the public would be forced to subscribe to the pay platform."  

The OSD also raised an objection to the figure of Rs. 200 crore mentioned in the story.  The amount was meant to underline the fact that hiring of DTH facilities would cost much more than the Rs. 75.43 crore allocated by the government, including to acquire the enhanced assets and pay the salary of extra employees. PB clarified that the figure was conjectural as it would earn revenue to the tune of Rs. 1,350 crore. Malvey said the board's decision on upgrading the DTH platform was unanimous and member finance A.K. Jain as well as member personnel Shiva Kumar had also approved the move. Furthermore, Malvey, in his letter, objected to an "adverse comment" in the story regarding the procurement of HD camcorders by PB through the propriety article certificate (PAC) route. 

He said a high-level committee approved it after evaluating "HD recording systems offered by Sony, Panasonic, Thomson, Grass Valley, JVC and Ikegami". Since the camcorders were meant to be propriety in nature, the PAC route was taken, he claimed. 

He said the story gave the impression that the employees who objected to the decision were punished by being transferred. PB claimed that more than 125 employees were shunted out for administrative reasons, including union officebearers who were with it for more than eight years.

IS IT A VICTORY OF NFADE?

Employees of Prasar Bharati might be aware that Union Cabinet has approved the amendment of Section 11 of Prasar Bharati Act treating the status of employees recruited between 23.11.1997 to 05.10.2007 as government servants on deemed deputation to Prasar Bharati till their retirement.  By this amendment employees are left no option except to continue as government employees. Here the government has forgotten(? that some of the employees are already opted for corporation scales and drawing Prasar Bharati scales.   ARTEE announced greatly that its the victory of NFADE.  But  it is not a victory but cheating and deceived the other employees by taking the advantage of innocence of left cadres.  Here the federation is hiding that the employees who are drawing upgraded scales for more than ten years on the name of Prasar Bharati are also treated as government servants and  Left out cadres who are not granted any upgraded scales will also be treated as government servants.  There is no difference between the employees who are granted higher scales and who are not granted any upgraded scales. The leaders from all left cadres who are at Delhi are also shared in the sin.  They are always fond of supporting the Federation with vested interests  which was working against the interest of left cadres. They don’t have zeal, commitment and not taken responsibility in tackling the issue.  ADASA which is large in number is also not above this. As long as there is no unity among left out cadres, we will have to see many more black days without any rights.

CABINET APPROVED AMENDMENTS TO PB ACT

The Union Cabinet today approved the proposal of the Ministry of Information and Broadcasting for pursuing the Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010 pending in Rajya Sabha in Parliament for its enactment and also to move the official amendments in the Rajya Sabha. Cabinet also approved the action taken on the recommendations made in the Eighteenth Report on “Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010” of the Standing Committee on Information Technology. The Cabinet further approved the amendment to section 11(2) of the Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010 pending in the Rajya Sabha by the addition of the words “and until their retirement” at the end of the section. This will make the status of the employees recruited between 23.11.1997 and 05.10.2007, i.e., they are on deemed deputation to Prasar Bharati till their retirement absolutely clear and unambiguous.  The Prasar Bharati (Broadcasting Corporation of India) Amendment Bill 2010 has been introduced in the Rajya Sabha in August, 2010. The Bill is for making amendments to the existing section 11 of the Prasar Bharati Act, 1990, regarding “Transfer of service of existing employees to the Corporation”, which deals with the transfer of services of employees to Prasar Bharati upon its creation as a Corporation in the year 1997.

CABINET TO TAKE UP CHANGES IN PRASAR BHARATI BILL

The union cabinet is likely to discuss Tuesday a proposal to make amendments in the Prasar Bharati (Broadcasting Corporation of India) Bill 2010 in view of the recommendations given by the Standing Committee on the information technology. "It is expected to be discussed in Tuesday's cabinet meeting,"a source said. The provisions the cabinet would discuss would largely relate to recruitment rules and service conditions of Prasar Bharati employees.  At the inception of Prasar Bharati, employees had been absorbed from All India Radio and Doordarshan but had been given the status of employees on "deemed deputation" till their retirement. The employees under this category had expressed apprehension about their promotional prospects, especially in relation to those who were directly recruited for Prasar Bharati. The Standing Committee had said that the concerns of the employees about their promotional prospects should be taken care of. The Standing Committee had recommended that in the recruitment rules and service conditions of employees of Prasar Bharati, it should be made absolutely clear that the employees on deemed deputation are senior to Prasar Bharati employees and it would not affect their promotional prospects.  The Standing Committee had also made recommendations on the financial structuring of the Prasar Bharati in its report.

RETIREMENT OF SHRI D.C.GUPTA FROM MARKETING DIV. HYDERABAD

 Shri D.C. Gupta working as Accountant at Marketing Division, Hyderabad will be retiring from service on 31st October, 2011.  He has joined the service on 24.10.1970 as LDC at All India Radio, Hyderabad.  He was promoted as UDC in 1983 and as Accountant in 1997.  He has wokred at Doordarshan, Hyderabad and AIR, Warangal also.  He is due for another promotion and would have become Administrative Officer but due to the delay in Administrative Procedure, he could not get the promotion.  All the administrative staff of All India Radio and Doordarshan wish him a happy and peaceful retired life.

Mr.UDAY VARMA AS I&B SECRETARY

Shri Uday K Varma, who had earlier served as Special Secretary in the Information and Broadcasting Ministry, is tipped to succeed Raghu Menon as Secretary even as orders came promoting Supriya Sahu as the Joint Secretary (Broadcasting) in the Ministry. Varma is a senior Indian Administrative Service Officer from Madhya Pradesh belonging to the 1976 batch. He is presently serving as Secretary in the Micro, Small & Medium Enterprises Ministry. After Raghu Menon demitted office on superannuation, Culture Secretary Jawahar Sircar was given additional charge of the post. Sahu is also an Indian Administrative Service officer of the 1991 batch from Tamil Nadu. She has until now been Director (Broadcasting) in the same Ministry. Sahu will be replacing Arvind Kumar, who has been appointed as the new chief vigilance officer (CVO) of National Building Construction Corporation (NBCC), though he has been asked to continue in I&B Ministry 'until further orders'. Sahu had earlier been the District Collector of Nilgiris district, where she was the force behind the 'Say no to plastics' campaign to protect the eco-system  of the hill station Ooty. Before that, she held the post of Additional Collector of Vellore district.

CAT SEEKS GOVT RESPONSE ON PRASAR BHARATI UNION DE-RECOGNIZATION !!

The Central Administrative Tribunal (CAT) has sought the Government's response on the petition filed by employees’ associations challenging their de-recognition by Prasar Bharati. A bench comprising Member Judicial Meera Chhibber and Member Administration Dr A K Misra directed the government to reply by 17 October on the plea of the employees for de-recognizing their unions. The three petitioners - Association of Radio and TV Engineering Employees (ARTEE), AIR and DD Technical Employees Association, and the Programme Staff Association had approached CAT after Justice S. Muralidhar of the Delhi High Court earlier this week said all matters under service rules should first be heard by the Tribunal and only an appeal can come to the Court. The Associations had last week approached the Delhi High Court challenging the office order of 8 September de-recognizing all associations. The Court heard the matter for three days. The petitioners have alleged that Prasar Bharati had not only de-recognized their associations but also transferred 500-odd employees including 24 office bearers of various associations to different parts across the country. According to the petitioners, nine associations of employees were formally recognized by the management and the Information and Broadcasting Ministry which has been talking to their representatives on various issues. However, the order of 8 September said no association of employees of the Pubcaster is recognized and, therefore, no employee can be given preferential treatment.It further said all employees are to be treated in a fair and transparent manner and nullified an earlier order issued by Director General of All India Radio on 18 December 2008. In addition to the Union of India, the Secretary in the Information and Broadcasting Ministry, Prasar Bharati Chairperson, and nominated member and officiating CEO have been named as respondents in the petition.

MINISTRY OF LAW CLEARS PRASAR BHARATI ORDINANCE


The Law Ministry has cleared the ordinance aimed at doing away with the complicated procedure to remove the top officials of the Prasar Bharati Corporation, which controls the public broadcasters – All India Radio and Doordarshan. The Law Ministry has given its go ahead to the I&B Ministry ordinance on Prasar Bharati. The ordinance provides for giving the appointing authority powers to remove top officials.    Fresh grounds of removal include indiscipline and ineffective functioning. This is the second change made in this law by the UPA government.  It had restricted the tenure of the Prasar Bharati chairman  to three years.

ISSUE OF DERECOGNIZATION OF ASSOCIATIONS IN DELHI HIGH COURT



The Delhi High Court on Friday commenced hearing of a petition challenging the decision of Prasar Bharati de-recognizing all associations of employees, rejecting a plea by counsel for the pubcaster seeking dismissal of the plea. The hearing will continue on 26 September when counsel for the associations as well as those of Prasar Bharati will present their arguments. Until now, nine associations of employees were formally recognised by the management and the I & B Ministry which has been talking to their representatives on various issues. However, an order issued on 8 September said no association of employees of the podcaster is recognised and, therefore, no employee can be given preferential treatment. It further said all employees are to be treated in a fair and transparent manner and nullified an earlier order issued by Director General of All India Radio on 18 December 2008. The staff of All India Radio and Doordarshan protested against this move and observed a day-long dharna from 10 am to 5 pm without disrupting work on 21 September.

HAPPY NEWS FOR RAILWAY PASSENGERS!!

You might have come across during any train trip, the altercation between the Ticket Checking staff and Passenger over printout of the Railway tickets booked through Online Reservation facility. As per the regulations of Railways until now relating to online reservation made through Internet, a printout of online reservation details which is generated after e-tickets are booked has to be carried by the passenger along with identification documents prescribed. Failure to carry this printout containing railway reservation details will result in payment of fine to the tune of Rs.50. Sometimes, Railway Ticket Checker will reject the printout carried by the passenger for flimsy reasons such as the printout is only the message for confirmation of reservation received by the passenger in email and not the one generated by the system after the ticket is booked. Here is this happy news: This procedure of carrying printout of e-ticket is now not mandatory. Now, Railway department has issued an instruction in its website (www.irctc.co.in) that there is no necessity to carry printout (paper copy) of e-ticket reservation details. It is enough if we carry our mobile contains a screen-shot (photo) of e-ticket details that is generated in the web page after we book our e-tickets. This screen-shot can easily be taken using our mobile phone. After booking of tickets online just take a snap of the computer screen which shows the e-ticket details generated by the system (the details which you have to take a paper printout until now) using your mobile phone or any other camera. This image contained in your mobile phone can be shown to the ticket checker during your journey along with your photo identification documents such as ration card, PAN card, identification card issued by Government etc. 
The railway website says this relaxation is given considering that our country can save 3 lakh paper per day as this much quantity of paper of is issued daily for taking printout of e-tickets by passengers every day in India. This is really a welcome change.

PRASAR BHARATI TO EXPAND DTH PLATFORM

Prasar Bharati board  approved further expansion of national broadcaster Doordarshan’s Direct to Home (DTH) platform so as to reach 150 channels by December. Really its a good sign since the viewers of DD throuh  relay of transmitters have redeuced drastically and switching over to DTH and cable net work,  Prasar Bharati should also change according to the latest technonology to capture the viewership and to reduce its expenditure on maintainence of transmitters all over India and to strengthen itself financially.  The board also approved the DTH platform adding another 100 channels in 2012. At its 104th meeting, the board approved expansion of the All India Radio's FM stations to all 313 cities planned for coverage under the FM expansion scheme of the information and broadcasting ministry. 

The board approved a token allocation of Rs.300 crores as bridge finance for undertaking this work to be recouped from the government once the scheme of expansion of FM coverage by All India Radio is approved and adopted in the 12th Five Year Plan. The board approved creation of 2,183 new vacancies in All India Radio to cover new projects and a special package for Jammu and Kashmir. A similar scheme for Doordarshan has also been sought and is expected to be approved before the end of September. Strengthening of finance wing of Prasar Bharati also came up for discussion. The board approved nine posts at the level of general manager and manager, exclusively for strengthening finance, budget and accounting wings of Prasar Bharati.  The board also mooted an amendment to an act which governs telecast of sports events held in foreign countries with the aim of enabling Doordarshan garner greater revenue through an equal sharing policy. The board decided that the information and broadcasting minister be requested to immediately implement the recommendation because of the heavy financial consequences imposed on Doordarshan due to unequal playing field provided under the present dispensation.

A NEW FORUM BORN FOR THE WORLD PEACE!!

History repeating once again.  A new forum once again born to save the world from the crisis.  Same story, same words, requesting the support of other associations to come out of their crisis.  The name of the new ghost is changed.  They have recollected the need of unity, they are giving the slogans of "Unity Zindabad".  When the President of ADASA was kept under suspension for a long span of six months, these creatures were enjoying the show. These are the creatures who have threaten the government, if ADASA granted higher scales, they will go on lightening strike.They will not hesitate to form any number of platforms.  They will not hesitate to change any number of shapes. They request, they warn, they ride, they deceive.  They are shameless to enjoy the benefits alone, they are not benevolent, they can create as many as hurdles as they can in our path. They will do any thing to get their wish fulfilled, latter  they will never hesitate to bury  you alive. One can not compare them with human beings.  If you believe their words, you won't have rebirth. your cadre will never excuse you for ever. Leaders may forgive and forget the history, but not the common member of any association.

FPBE MEET HELD AT DDK DELHI


Federation of Prasar Bharati Employees has conducted a meeting on 24th August at Doordarshan Kendra, New Delhi. President/General Secretary/Representatives of various associations have participated in the meeting. The meeting was attended by ADASA, Doordarshan Group D Karmachari Sangh, Stenographers Association, Akashvani Announcers Association, Library Information Assistants Association, Graphic Artists Association, Makeup men Welfare Association, Rajbhasha Employees Association and Doordarshan Core Professionals association. Issue of Pay parity and recommendations of COJS have come for discussions. After elaborate discussions all the associations have agreed to come under one umberalla that is Federation of Prasar Bharati Employees and fight for their demands. The main agenda of the FPBE is Prasar Bharati Scales. All the associations have unanimously resolved the following resolutions.

1. Implementation of Section 11 of Prasar Bharati Act in toto and in true spirit.
2. Implementation of 25.02.1999 order in which the Upgraded Scales of Prasar Bharati were granted to certain categories of employees, should be extended to all left out cadres.
3. Filling up of all vacant posts of left out cadres immediately as being done in Engineering Cadre.

A letter has been addressed to MIB on the resolutions taken in the meeting which was signed by Shri G.K.Acharya, President of ADASA, Shri S.N.Roy, President, DD Group D Karmachari Sanch, Shri Rakesh Kumar, President, Akashvani Doordarshan Library Assistants Association, Shri Rakesh Bhasin, President, Akashvani Announcers Association

FPBE & ADASA DEMANDED PROBE ON GRANT OF ACP/MACPs TO PB EMPLOYEES

4600 GRADE PAY TO ASSISTANTS IN PCI

Grade Pay of Rs.4600 in the merged scales was granted to Assistants in most of the central government departments. But the same is denied to the Assistants/Head Clerks working in All India Radio & Doordarshan. Even though Assistants working in Central Secretariat Cadre and the Assistants working in subordinate offices of AIR & Doordarshan were equated in V Central Pay Commission, the parity did not maintained in the VI Pay Commission. Here is one more example that the department which has given 4600 GP to its Assistants.

TRIPURARI SHARAN AS NEW DIRECTOR GENERAL

Shri Tripurari Sharan, a Bihar cadre 1985 batch IAS officer, has been appointed Director-General of Doordarshan for the next three years, while no one has been finalized for the post of DG, All India Radio (AIR). Sharan, 50, will take over from Shri LD Mandloi, the acting DG, who was given the charge after the exit of Aruna Sharma.
Earlier, Shri Sharan had also served as director, Film and Television Institute of India, Pune.

OCTOPUS IN PRASAR BHARATI ! !





Employees working in Prasar Bharati should be cautious of an Octopus. It is drilling the minds of employees and injecting insecurity in the minds of employees. It makes all efforts to get all benefits from Prasar Bharati for it, but It will not allow other employees to get the same benefit from Prasar Bharati . Even though it is enjoying all benefits of Prasar Bharati for so many years, it opposes Prasar Bharati. It speaks on your behalf, it acts on your behalf against your wish and with out your concern,saying that you are opposing Prasar Bharati and denying Prasar Bharati benefits even though it is enjoying all the benefits. It says your problem is not my problem, but my problem is your problem and we should fight for my problem. It is terrorizing all employees showing Prasar Bharati as a ghost and the future of Prasar Bharati will be dark. But this octopus has stood first a long back before Prasar Bharati for corporation benefits. Now it is you to decide where to stand, come out of the clutches of this octopus, think with your own brain, shout loudly that we are neglected in Prasar Bharati because of you only!!

GOVERNMENT WILL PAY FOR SALARIES OF EMPLOYEES - GOM

The group of ministers on Prasar Bharati has decided that the government will pay for the capital expenditure, infrastructure and salaries of employees amounting to about 60% of the organisation's expenditure for a five-year period. This is expected to help pull the pubcaster out of the red and get it back on its feet. The national broadcaster will have to foot the Bill for operational and production costs. The decision was taken by the GoM headed by home minister Shri P. Chidambaram on Thursday.

The GoM had earlier decided to bring down the maximum age for Prasar Bharati board members from 60 to 55 years. Appointees to the position of board chairman, CEO and permanent members will have to be below the age of 55 years.

Upgraded pay scales to certain category of subordinate Engg & Programme

Madam

I am directed to refer to your RTI application received in this Ministry on 28.3.2011 and to give seriatim replies as under:

1. Upgraded pay scales were given to the employees of Prasar Bharati with the

Approval of the Cabinet but RRs of those categories of staff have not been amended so far.

2. The benefit of ACP was not granted to them. The staff who were granted

Pay scales, the benefit of MACP Scheme to the Prasar Bharati employees has been granted by Prasar Bharati themselves without consulting the Ministry.

3. A proposal for merger of pay scale of Engineering Assistant and Senior

Engineering Assistant is under consideration of the Government as per court directions. But in this regard no final decision has been taken so far. As such the case of grant of MACP in the pay scale of Rs.7450-11500 will be decided by Prasar Bharati themselves since Prasar Bharati has already granted the scale to its employees under MACP Scheme.

4. As per the Pay Commission recommendations, promotion/up gradation Under MACP from one grade pay to another grade pay, the benefit of Pay hike of 3% is permissible.

5. There is no provision to protect the pay of officers on repatriation to their parent cadre after deputation. The pay of such employees is regulated in the old pay scale on their reversion.

6. The benefit of ACP has not been allowed to Prasar Bharati employees who were granted the upgraded pay scales by the Ministry of I&B except Junior Engineers and Assistant Engineers of CCW. However, MACP has been granted to Prasar Bharati employees by DG:AIR and DG:DDn themselves without consulting this Ministry. DOPT being the nodal Ministry/Department in case of all govt. services, DOPT can seek clarification from the concerned Department for wrong payments made.
