When I enter the office on the day, no one was present there. I asked my only available colleague what happened to our employees. He said half of the employees went out to meet politicians and remaining employees went to meet the media people. This is the situation right now we can see in AIR & Doordarshan. Some of the staff associations in Prasar Bharati are acting like political parties and spending most of the time with politicians or with media people. As you are all aware of the reason that Prasar Bharati has derecognized the associations. You may get a doubt, if PB has derecognized the associations, they can apply for recognization once again on the same pattern and Prasar Bharati has to recognize the staff associations at one time. But why the associations leaders are very much worried and after the politicians and news papers? Yes, now you have come to the point. Because the employees who are very much worried may lose the illegal benefits, enjoying for a decade. These association leaders have higher managing skills. They can manage any one. They have managed higher officials all these years. Now they are managing media. But who can trust the media now a days when paid news filling the papers? Are there any values in media? Even if there, will be very less. Every event of Prasar Bharati is on top of news. Even the issue of derecognization of associations or again the notice of recognization have occupied vital pages. But this media doe’nt know some of the employees of Prasar Bharati have swallowed crores of tax payers money against the rules on the name of (illegal)salaries and (illegal) MACPs. And they started throwing mud when somebody has tried to stop them from illegal income. If somebody can dig out, it will also be one of the biggest scams of India. Prasar Bharati will be self sufficient only when it can stop the employees from illegal-benefits. Now We have to give a slogan "Save AIR & Doordarshan from Employees".

It is known to all our members that Prasar Bharati Secretariat has issued an order on 08.09.2011 stating that no employees associations in AIR & Doordarshan is recognized and should not be extended any kind of preferential treatment and should be applied absolutely without distinction and no departure or interference should be allowed in its implementation. Copy of any circular issued by office will be sent to President or General Secretary of recognized association only. Even after declaration of Associations in AIR & DD as unrecognized by Prasar Bharati Secretariat, DG:AIR has sent a copy of Order to the President of ARTEE and GS of ADTEA see their Order No. 14/22/2011.SIV(B), dated 11.11.2011 on grant of MACP to Assistant Engineers. It gives impression that they don't want to follow the orders of PB Secretariat. But they have not followed the same rule in the case of Promotion Orders of AOs issued on 16.11.2011 where in it was not marked to ADASA. DG:AIR officials have shown their special regards towards ARTEE, ADTEA keeping aside the orders of Prasar Bharati Secretariat. And it gives impression that DG:AIR has recognized these two associations and they don’t want to strain their “relation” with ARTEE & ADTEA.

Prasar Bharati (PB) has clarified that the Mail Today story - 'Scam stink as DD to hire DTH it could have bought' published on Monday - was "factually incorrect, conjectural, malicious and defamatory". PB board officer on special duty (OSD), Dhiranjan Malvey said in his written rebuttal that the broadcaster decided to hire facilities for increasing the capacity of Doordarshan's DTH platform to 150 channels as it would not be possible to procure equipment and make it functional within a time-frame. The PB official said under the 11th five-year plan, the government had allocated an amount to upgrade the free DTH facility on Doordarshan by increasing the number of channels offered from 59 to 97. While contending that increasing the capacity to 97 would not have served the "larger public purpose", Malvey pointed out that it was not a Cabinet decision. He said: "For each month that the channel capacity augmentation is delayed, PB would lose more than Rs. 22 crore and the public would be forced to subscribe to the pay platform."
The OSD also raised an objection to the figure of Rs. 200 crore mentioned in the story. The amount was meant to underline the fact that hiring of DTH facilities would cost much more than the Rs. 75.43 crore allocated by the government, including to acquire the enhanced assets and pay the salary of extra employees. PB clarified that the figure was conjectural as it would earn revenue to the tune of Rs. 1,350 crore. Malvey said the board's decision on upgrading the DTH platform was unanimous and member finance A.K. Jain as well as member personnel Shiva Kumar had also approved the move. Furthermore, Malvey, in his letter, objected to an "adverse comment" in the story regarding the procurement of HD camcorders by PB through the propriety article certificate (PAC) route.
He said a high-level committee approved it after evaluating "HD recording systems offered by Sony, Panasonic, Thomson, Grass Valley, JVC and Ikegami". Since the camcorders were meant to be propriety in nature, the PAC route was taken, he claimed.
He said the story gave the impression that the employees who objected to the decision were punished by being transferred. PB claimed that more than 125 employees were shunted out for administrative reasons, including union officebearers who were with it for more than eight years.

Employees of Prasar Bharati might be aware that Union Cabinet has approved the amendment of Section 11 of Prasar Bharati Act treating the status of employees recruited between 23.11.1997 to 05.10.2007 as government servants on deemed deputation to Prasar Bharati till their retirement. By this amendment employees are left no option except to continue as government employees. Here the government has forgotten(?) that some of the employees are already opted for corporation scales and drawing Prasar Bharati scales. ARTEE announced greatly that its the victory of NFADE. But it is not a victory but cheating and deceived the other employees by taking the advantage of innocence of left cadres. Here the federation is hiding that the employees who are drawing upgraded scales for more than ten years on the name of Prasar Bharati are also treated as government servants and Left out cadres who are not granted any upgraded scales will also be treated as government servants. There is no difference between the employees who are granted higher scales and who are not granted any upgraded scales. The leaders from all left cadres who are at Delhi are also shared in the sin. They are always fond of supporting the Federation with vested interests which was working against the interest of left cadres. They don’t have zeal, commitment and not taken responsibility in tackling the issue. ADASA which is large in number is also not above this. As long as there is no unity among left out cadres, we will have to see many more black days without any rights.

The Union Cabinet today approved the proposal of the Ministry of Information and Broadcasting for pursuing the Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010 pending in Rajya Sabha in Parliament for its enactment and also to move the official amendments in the Rajya Sabha. Cabinet also approved the action taken on the recommendations made in the Eighteenth Report on “Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010” of the Standing Committee on Information Technology. The Cabinet further approved the amendment to section 11(2) of the Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010 pending in the Rajya Sabha by the addition of the words “and until their retirement” at the end of the section. This will make the status of the employees recruited between 23.11.1997 and 05.10.2007, i.e., they are on deemed deputation to Prasar Bharati till their retirement absolutely clear and unambiguous. The Prasar Bharati (Broadcasting Corporation of India) Amendment Bill 2010 has been introduced in the Rajya Sabha in August, 2010. The Bill is for making amendments to the existing section 11 of the Prasar Bharati Act, 1990, regarding “Transfer of service of existing employees to the Corporation”, which deals with the transfer of services of employees to Prasar Bharati upon its creation as a Corporation in the year 1997.
The union cabinet is likely to discuss Tuesday a proposal to make amendments in the Prasar Bharati (Broadcasting Corporation of India) Bill 2010 in view of the recommendations given by the Standing Committee on the information technology. "It is expected to be discussed in Tuesday's cabinet meeting,"a source said. The provisions the cabinet would discuss would largely relate to recruitment rules and service conditions of Prasar Bharati employees. At the inception of Prasar Bharati, employees had been absorbed from All India Radio and Doordarshan but had been given the status of employees on "deemed deputation" till their retirement. The employees under this category had expressed apprehension about their promotional prospects, especially in relation to those who were directly recruited for Prasar Bharati. The Standing Committee had said that the concerns of the employees about their promotional prospects should be taken care of. The Standing Committee had recommended that in the recruitment rules and service conditions of employees of Prasar Bharati, it should be made absolutely clear that the employees on deemed deputation are senior to Prasar Bharati employees and it would not affect their promotional prospects. The Standing Committee had also made recommendations on the financial structuring of the Prasar Bharati in its report.
