Dear friends!This is exactly what most of the administrative staff and officers all over India had been referring at the implementation stage itself when the Directorate had issued orders for implementing MACP benefits to the sub-ordinate Engineering and programme employees who had opted for the upgraded pay scales with an undertaking to join prasar bharati.Unfortunately the voice & concerns of the administrastive staff was suppressed and the might of the so called "only sons" of the departments i.e., the programme & engg employees and their association prevailed over leading to this situation.Number of RTI querries and subsequent clarifications and references from various Ministries, Departments-DOPT and finally the DG has uncovered the whole story for the Pay & Accounts officer, AIR, Chennai to react, while most of the PAOs are still silent on this issue.Now that huge water has already flown over and many of the employees of these cadres after benefited by the MACP implementation have retired with pensionary benefits, leave encashment/Retirement Gratuity etc., it would be interesting to see how the Directorate/Prasar Bharati and the Government reacts to this whole lapse and checks the damage and loss to the Exchequer.-V.Subramaniam, UDC, AIR, Mumbai
Very well said and written. The PAO (who is the checking authority) has ommitted one more valuable thing i.e. how the VI PC is implemented for the Programme and Engineering Staff, when they are drawing the scales over and above Vth PC. Will any body take up the issue.
