RETIREMENT OF SHRI M S MEMON, IA & CHAIRMAN OF ADASA AP ZONE






Shri M.S.Memon, Inspector of Accounts, Doordarshan Kendra, Hyderabad will be retiring on 31st December, 2012.  He is also the Zonal Chairman of ADASA, AP Zone. ADASA wishes him a happy, healthy and peaceful retired life.
Shri Memon has Joined as CG.II at AIR, Raipur in 1973 and has worked at various AIR/DD stations in various capacities before reaching the post of Inspector of Accounts.  Shri Memon is known for his dynamism in implementing government decisions, undeterred approach and in dealing with staff matters.  During his service for almost four decades in the organization, he never gave room for any officer to comment upon his work nor succumb to any pressures in his day to day work.  His active role in association is noteworthy.  ADASA once again whishes him a happy and peaceful retired life.

Sub:-Grant of financial upgradation under MACP Scheme-Clarification reg.

References have been received from Zonal  Railways seeking clarification as to what Grade Pay would be admissible under  MACP Scheme to an employee holding feeder post in a cadre where promotional post is in the same GradePay. The matter has been examined in consultation with Department of Personnel & Training (DoP&T), the nodal department of the Government on MACP Scheme and it is clarified that ACP/MACP Schemes have been introduced by the Government in order to mitigate the problems of genuine stagnation faced by employees due to lack of promotional avenues.

Thus, financial upgradations under ACP/MACP Schemes CANNOT be to higherGrade Pay than what are be allowed to an employee on his normal promotion. In such cases financial upgradation under MACP Scheme would be granted to the same Grade Pay. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

FINANCIAL AUTONOMY TO PRASAR BHARATI



The Government is exploring the possibility of giving financial autonomy to public broadcaster Prasar Bharati in view of the changing scenario. The country, at present, has nearly 800 channels in operation. The relook at Prasar Bharati’s functioning is also prompted by the fact that nearly 90 per cent of Information and Broadcasting Ministry’s funds are being spent on the public broadcaster.
Sources said some consultations had begun and various financial models could be looked at, which include the way public broadcasters, such as BBC, are funded in the UK, or providing grants to the public broadcaster directly through the consolidated fund, or look at other indigenous funding models. The Government was also looking at whether there was need to revamp the Prasar Bharati Act and also put in place an efficient revenue management model, sources added.
This is in line with the I&B Ministry’s strategy to relook at the efficiency of its various media units and their reach. For instance, to strengthen its presence on the fast growing internet space, the Ministry now has an official YouTube channel. Recently, the Ministry sought fresh views from the telecom and broadcasting regulator, Telecom Regulatory Authority of India, on whether State and Central Government or their affiliates could run television channels or could be involved in cable television. In the past, TRAI had said that State Government and its organs should not be permitted to run channels.
In September this year, the Cabinet gave its nod to the financial restructuring proposal of Prasar Bharati, clearing off its debt. Under the proposal, the Government non-Plan support is being given to the public broadcaster for the next five years to meet its full expenses towards salary and related spending, among other measures. The public broadcaster has also started hiring after a gap of nearly 15 years to fill up 1,150 posts in the programming and the technical wings of Doordarshan and All India Radio.

DELAY IN RECOGNIZATION OF ASSOCIATIONS OF AIR & DD



The process of recognition of associations in Prasar Bharati has not completed by 30th of November, as expected by employees.  It is learnt that Ministry of I & B has returned the file to Prasar Bharati  raising some technical objections.  It is aware that some of the associations have filed a case and the Hon'ble court has given 30th of November as deadline for completion of recognition process.  Now we will have to watch  how  the ministry and Prasar Bharati are going to act on this matter.  On the other side it is reliably known that government is making efforts to take over the News wings of AIR & leaving Programme wing under its control of Prasar Bharati. At the same time Ministry and Prasar Bharati have been concentrating to settle the internal staff matters like Pay anomalies and filling up of vacancies.  Even though Prasar Bharati is in favour to settle the issues in a positive way, it appears that Ministry is pressurizing to withdraw the scales granted to certain cadres to bring parity.  But the employees are not in a position to face the management as they have become naked without rights after de-recognition of associations. Some Associations are solely responsible for this situation as their over enthusiasm to interfere in the administrative, financial, and policy matters which is prerogatory of the management.
