VII CPC OUTCOME !!


VII CPC RECOMMENDATIONS AT A GLANCE!!

VII Pay Commission has submitted its report to Finance Minister on 19.11.2015.  Recommendations of Pay Commission:
1. FIXATION OF PAY: The are three types of slabs.  Slab I is 1 to 5 Level, Slab II is 6 to 9 Level and More then 9 Level.  For fixation of Basic Pay on 1 to 5 Levels Fraction of 2.57.  Basic Pay +Grade Pay X 2.57 (This is applicable up to 2800 Grade Pay).  From the Level of more than 6 Basic Pay + Grade Pay X 2.62 (This is applicable from 4200 Grade Pay). Other Cases Specifically as recommended by Commission.

2. Dearness Allowance will be as per CPI

3. HRA will be 24%, 16% and 8% as per the classification of cities X,Y,Z.  If  DA crosses 50%, HRA will be revised to 27%,18%,9% as per classification of cities.

4. As far as Transport Allowance is concerned there will be only two classifications. Higher TPTA Cities and Others. For Higher TPTA Cities, for level 1 to 2  1350+DA, For Level 3 to 8 3600+DA, For Level 9 and above 7200+DA.

For other Cities 900+DA, 1800+DA, 3600+DA respectively.

5. CGHS to extend another 25 cities all over india.  At the same time Pay Commission recomended for insurance based scheme also.

6. CGEGIS to increase, up to level 5 Rs.1500, Level 6 to 9 will be 2500, Level 10 and above 5000

7. Commission recommended to abolish Family Planning Increment

8. Child Care Leave to extend single male parent also.

9. Gratuity for retiring employees to enhance from 10 Lakhs to 20 Lakhs

10. There will be no change in Commutation and Restoration Period

ASSISTANTS PARITY WITH PROPERTY ASSISTANTS

Members are aware that the post of Property Assistant in AIR & DD has been abolished and converted into Senior Store Keeper.  Prasar Bharati has given upgraded scales on the name of Prasar Bharati to Property Assistants but they have denied the same to Senior Store Keepers.  ADASA has filed a case on this parity at Principle Bench.  When the case has come to Bench on 27th July Hon'ble Principle Bench has admitted and case and issued notices to Ministry of I&B and Prasar Bharati asking to file the reply before 15th August.  The case is posted for September.

HON'BLE HIGH COURT UPHELD THE JUDGEMENT ON GP OF 4600 TO THE EMPLOYEES OF ORDINANCE FACTORY

In a case filed by the Assistants working in Ordinance Factory, Hon'ble High court has upheld the judgment given by CAT for grant of 4600 to Assistants working in Ordinance Factory.  Government has filed the SLP in Supreme Court.  Assistants working in All India Radio and Doordarshan are also similarly placed.  Waiting for the out come of SLP.  In the mean time Prasar Bharati has recommended 4600 GP to Assistants working in AIR & DD and waiting for the approval of Ministry.

HIGHER GRADE PAY TO INSPECTOR OF ACCOUNTS

In a case filed by Shri Memon, Retired Sr.AO, Shri Achyutan, Inspector of Accounts and ADASA, Hon'ble Principle Bench, New Delhi has directed that since the Inspector of Accounts is a promotional post, they should be granted higher Grade Pay than that of Sr.AO.  Even though Inspector of Accounts is a promotional post after Sr.AO, there is no change in the pay and are getting the same Grade Pay as Sr.AOs are getting.

ADASA COURT CASE ON PAY PARITY ISSUE

Members are aware that ADASA has filed a case at Hon'ble CAT, Principle Bench, New Delhi on Pay Parity on par with other categories working in Prasar Bharati.  Even after giving several opportunities to PB/Govt, PB/Govt has not submitted any reply.  When the case has come for hearing on 5h March, Hon'ble CAT has imposed penalty of Rs.2000 payable to CAT, Bar Library asking to file the reply within two weeks and posted the case to  7th of May and listed the case under the Head "Ready for Hearing Matters"

GOVERNMENT MAY IMPLEMENT VII PAY COMMISSION FROM APRIL 2016

The Seventh Pay Commission drafted in to make a new pay structure for the 30 lakh Central government employees would not be able to submit its report in August this year, the Commission is likely to seek extension till October. The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”
Finance Minister Shri Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016. The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months. However, the Sixth Pay Commission had submitted its report within 18 months. As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.
As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission. Issues like inflation, the government’s financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations. The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike. It is interesting to note that the earlier governments never accepted to link the pay with productivity.
